U.S. Border Patrol is "untrained and unskilled" for policing in urban areas, says former U.S. Customs and Border Protection Commissioner Gil Kerlikowske. "They don't have that kind of experience and background and training to work in an environment that can actually become a bit hostile," he said. "City police officers know how to handle those things.
